HARTFORD, Conn. - A 78-year-old man is tossed like a rag doll by a hit-and-run driver and lies motionless on a busy city street as car after car goes by. Pedestrians gawk but appear to do nothing. One driver stops briefly but then pulls back into traffic. A man on a scooter slowly circles the victim before zipping away.
The chilling scene — captured on video by a streetlight surveillance camera — has touched off a round of soul-searching in Hartford, with the capital city's biggest newspaper blaring "SO INHUMANE" on the front page and the police chief lamenting: "We no longer have a moral compass."
"We have no regard for each other," said Chief Daryl Roberts, who on Wednesday released the video in hopes of making an arrest in the accident that left Angel Arce Torres in critical condition

Sad but true. I saw the video on the news several times and I cannot understand why not one person tried to help this man. His son was on the news later and said that his Dad was still in critical condition and fighting hard for his life. The police say that they don't have any suspects which I don't understand. They have the whole thing on video which could be enhanced to get at least a partial tag number or you'd think so anyway. I know that those people that hit him and the ones that just looked at him all pay for their inactions.
I suppose everyone is afraid of being sued but there has to be a point where you have some compassion for someone in need that over rides your selfish concern for yourself.

That is so sad, I saw the video too and I couldn't believe my eyes, That's something that definately would not happen in Texas, I just did not understand, why are you going to keep driving, I hope those people left wondering about the man. How could you feel if you saw that and no one helped and the man died, what would your conscience say to you? In Texas you can decide to go for a walk and if someone sees a car anywhere in the vicinity broke down they stop and offer help whether it be a ride, a phone to call for help, they just assume that a person just MIGHT need help.I really hope those people learn a big hard lesson.
